to answer your question, because valve don't make decisions about where other companies decide to sell their games.
I dont use twitter dude and some of the developers do answer questions like these in other companies, and its steam community forum for a command & conquer game so ofc the developers can see what i just posted and probably give me the answer, like saying the reason why they cant or can add it on steam etc

it is, people would love to play C&C Generals or Red Alert 2 multiplayer again through steam, and they're releasing their games back on steam so why not releasing their old best games like Medal of Honor Series tho or the rest of C&C or even Alice, i personally if i see any of those come to steam again i will buy them right away

And that company is Petroglyph. The guys who did this remaster. They include some of the key devs that made the original games, and Frank Klepacki, who composed all the music in them.
So, in a way, yes, they're as close to "Westwood Studios" as they could get.
