There's a hidden switch in C&C1 that makes crushed bodies remain.
Unfortunately its code is bugged in a way that prevents all tiberium spawning when it's enabled.
However, even if it is fixed and enabled, it has some severe issues, since the bodies don't seem to ever disappear, and are indestructible objects paving the ground.

In Red Alert, it's probably just a matter of slowing down the frame rate of the infantry decay animations.
