Edward Carnby was correcting your mistake, Dune wasn't an RTS, that was Dune 2, and besides, its not going to happen, as the rights have reverted back to the family, and they have said no.

Bring on the remasters, the spice must flow.
Westwood itself had involvement in Battletech: The Crescent Hawk's Revenge just shortly before they started work on Dune II. Admittedly it was more RTT than RTS and did not involve base building -if you're familiar with MechCommander, CHR was that game's direct predecessor - but yeah.
However, I don't really think it needs to be remade (though it has been several times). The setting itself just doesn't lend to fun gameplay -- it kind of boring to play on a desert map for 15 straight missions. Just look at Dune 2000 for why it's not a good idea.
Emperor: Battle For Dune was a pretty good game with some good ideas, and it varied things by just making a bunch of stuff up. It tried to find reasons to fight elsewhere, but even it still suffered from too many desert maps.
