I tried changing game speeds but none would run at exactly 1-for-1 speed with real world time.
I usually find that it triggers after I've destroyed a couple of SAM sites, or maybe it just triggers after a set amount of time has passed?
Either way, information about what causes the coutdown to trigger is vague or non-existant.
What I have noticed, the game time jumps forward several seconds when loading a save, so best not try to save scum your way through timed missions.
Or the developper says : just do the mission before more quickly ^^'
The countdown is triggered by any of these five events: attacking any of the silos, destroying 15 Soviet structures (not including those in the small airbase owned by BadGuy), entering the gap north of the silos or the area around the Soviet repair pad, destroying the Soviet Construction Yard, or waiting longer than 90-in game minutes.
That wiki entry is just inaccurate. "Coming close to the command center" is what I mean by approaching the silos: there are cell triggers to the north and east of them. Powering the base down does nothing; however, if you power it down, you will likely hit the 15 buildings limit anyway. The 30-minute thing is relative; it takes 900 in-game time units for the missiles to be launched. These are 90 in-game minutes, but how much and in-game minute is depends on how fats your game is running.
If you are curious, you can just open the map file with RAED, the old RA1 map editor, and check for yourself. There is a series of triggers that determine what launches the missiles.
