RESOLVED - Launching C&C Remastered Issue
My specs are Win 10 Pro / AMD Ryzen 7 2700X, Radeon 5700XT, 32 GBs Ram. Fairly new computer I built Xmas 2019.

Issue: Originally I was unable to launch C&C Remastered. I click PLAY from steam. A steam box would appear for 2 seconds then it would disappear and the STOP button would go away and show the PLAY button again on steam. I tried uninstalling the game and reinstalling it and it did not fix it. I tried the suggestion on verifying the integrity of the game files again did not work. I was about to ask for a refund and try buying it on Origin but when I clicked on the Origin launcher. A error would show missing MSVCP140.dll. I researched missing MSVCP140.dll fixes but most seemed to not work for me. I tried repairing and reinstalling Microsoft Visual Studio C++ 2017 neither worked either.

Solution: I figured out my issue. Recently Windows was updated at the end of May I kept trying to delay but I maxed out the number of days to delay. I recently for a few application kept seeing the issue missing MSVCP140.dll for example the GOG Galaxy launcher and Origin launcher. I thought it was unrelated as other steam games worked just fine but it was related to C&C Remastered issue I was facing. I had to uninstall Microsoft Visual Studio C++ 2017 (64 and 86). Additionally, I installed Microsoft Visual Studio C++ 2015 (64 and 86) as it wasn't on my machine anymore no idea why I had every other two year program. Now all applications work including Command and Conquer Remastered. Kane now lives for me too!!!

Not sure if my use case is rare or not but figured I would share as that took like 6 hours to figure out that out. Good Luck Commanders!

TLDR: 1. Uninstall Microsoft Visual Studio C++ 2017 (64 and 86).
2. Install Microsoft Visual Studio C++ 2015 (64 and 86).
3. Play game... destroy GDI for Kane.

That's good, too many are giving up too soon :D

Yes, Windows is a little weird; I've seen posts where Windows have uninstalled software, and it can be broken/corrupted for various reasons.

I reinstalled Windows around christmas myself and installed Direcx June 2010 and every game worked like a charm. To months later a newly bought game had clitches and even failed to start. Reinstalling Directx again was the only thing that worked. :)

Thanks! I was having the same issue and this fixed it. Somewhere along the line I did get a message about missing api-ms-win-crt-runtime-|1-1-0 file and the fix for that was to uninstall/reinstall C++2015. I had some trouble getting C++2015 to install correctly, but once it finally went through, everything is all good. Installed both x64 and x86.

This is on Windows 7 btw, so it DOES work!
