I'm playing C&C and have no issues. I was wondering if it's RA causing issues?!?
I'm on WIN 7 64 with GForce 970 running on full 4K and with 8GB RAM. The game runs with no issues.
Have you tried VSYNC on/off ? Maybe it's that?!?
I haven't noticed any stutters so far, but my system is 9700k 5 GHz allcore, 3733 MHz ram, RTX 2070.

After a pc restart, it runs flawlessly. If I close the game and start it again I have about a 50% chance for it to run flawlessly again. After that, the stuttering will continue and I have to restart my pc. Inconvenient but not unplayable.
