For those of us with less than stellar connections, will there be the option to download before release?

Unfortunately, mate, I'd assume it'll go on US time. They'd likely set it up to allow the Pre-load at 10am PDT, so convert that to your timezone to get a rough guess on when you'll be able to do the Pre-load.

10am PDT is not that bad. It's still going to be 1st over here. Some games release in the evening in US.

So when steam store refreshes 12 noon CDT here. This is what I wanted to know. Thanks for the info.
