I still have my old rules.ini files from ancient history... I might have all kind of old versions too with different mods//themes on my old Pentium 4 upstairs. gotta check. If I read it correctly I can just place the rules.ini in my CNCRemastered folder and then start red alert... and it should work... but how does that go with multiplayer? because he aint got my settings then....
I also still have all my old maps I made (weeks of effort). I can also load em in in the map edtior. however now with the max size of map increased it places it in the middle hmm... hopefully its possible to copy paste stuff so i can size them up without weeks of effort again :P

Also my Fireball Dogs mod uses the downloaded rules.ini
No, multiplayer is disabled when mods are active.
You might want to put your rules.ini here
Documents\CnCRemastered\Mods\Red_Alert\<mod name>\CCDATA
in Documents\CnCRemastered\Mods\Red_Alert\<mod name> create a file called ccmod.json
in ccmod.json put this
Could be possible. I haven't test it so I can't say for sure.
I think you package the map with rules.ini when you publish it to the workshop.
