edit: nervermind I fixed it by debugging the files
No. That's where the save and settings files are stored.
The main folder can be found in C://Program Files/Steam/steamapps/common/ and all it's main files will be inside a "GTA San Andreas" folder.
I have this same problem, did you find a fix?
Sorry if I never replied to you, as I don't get around to everyone on this thread or might miss a comment.
I didn't even know until now that this was another frame limiter issue.
Aye that worked too, make sure your also running the game 32 bit on your resolution and not 16 :)
