Silent likes the Compact.exe by Listener AFAIK.

EDIT: Just checked again - yep, SA-MP crashes with compact.
Yeah: that's the only downside.
Anyway, the OP's been updated with your links and that downgrader replaces the old v3 one. I've also included some brief information about the second official patch (not sure what to label it).

I must be unlucky because it doesn't work for me. Erased the exe, did a file integrity check, tried again and the downgrader 3 still doesn't accecpt it.
EDIT: Could you or anyone else out there that has a German version do the following?
1. Open the Steam console (Copy and pate "steam://open/console" into a webrowser address bar)
2. Execute the following command in console "download_depot 12120 12124"
3. When it is finished, it'll show show "Depot download complete"
4. Zip the contents of [Steam Folder]\steamapps\content\app_12120\depot_12124 and upload somewhere (MEGA works)
5. Message me the link :P

Well, at least they finally fixed the resolution bug after almost a decade. That's cool, right?

Well, as always, thanks to the modders for doing what they can of course, it really helps.
1366 x 768 resolution hasn't even been addressed yet, lol. I doubt it ever will.
Btw. 16:9 resolutions were added in the 1.01 update but taken out by later updates. Adding them back in isn't much of a fix but fixing their mistake really.
I figured that was roughly the time the bug appeared, yes, it makes sense that GTA: SA may have initially sold in 4:3 only (my assumption from what you're saying here, I didn't have a computer at the time).
That said, I'll never be fully satisfied res-wise unless R* decides to come out with a 640x480i NTSC-U/C simulation mode, man, that's the true PS2 experience right thar, complete with CRT color bleed/dot crawl. Las Venturas sunrises in a jetpack are much better when they're blurred into oblivion. /s
(Actually, CRT TVs seem to have this unique ability to smooth out the textures in SA, can't really complain about it that much)
I allow all resolutions RW detects, and RW seems to detect all resolutions which are selectable from user's display settings in Windows.
Also, 1.0 and widescreen fix ftw.

SilentPatch for newsteam r2 coming later today :)
It'll include all fixes which were previously ported to newsteam r1. No plans on more for now. I'll wait a bit, if no new beta branch appears in a few weeks, I'll start supporting r2 fully. Dropping r1 for good.
I'd still wait a fair while. A new patch could possibly be coming sooner than last time.
But it's too early to tell.
Partially, ie. it has the same fixes newsteam r1 received from me. I won't be adding full support for this EXE before we're sure Rockstar isn't pushing any more patches.
Also do note I am dropping support for newsteam r1 (7.11 update).
This downgrader will take the certain Steam versions of Grand Theft Auto: San Andreas and downgrade them to their original version 1.0 counterparts.
Works With
- NewSteam r2 (including German) (12/9/14)
- NewSteam r1 (excluding German) (11/7/14)
- OldSteam (excluding German)
Why Downgrade?
Later versions of San Andreas over the years have made a number of changes to the game such as removing songs, textures and animations. They've also added in a few protections against things such as Hot Coffee. Due to these changes, a number of modifications such as SA-MP will outright reject new versions. This downgrader restores all the original files, not only making your copy a more complete San Andreas - but also enabling the use of popular modifications.
Known Issues
There are a few minor issues that come with downgrading, however all can be fixed/prevented.
- Saved games from Steam copies won't work. You'll need to either convert them using this tool[hmvartak.freeiz.com] or use a Steam SCM and SilentPatch.
- Only English and Spanish will appear as language options. You can replace the "english.gxt" with the GXT for your language. A future update to SilentPatch might also unlock the language options.
