Use Fox of Fortune's link to downgrade first. Then check this out to install Cleo. It's used for A LOT of mods.

gneral graphic skin and sound mods will work on the newest steam version of the game (R2) other "heavier" mods will not work on the current steam version
like already advised either downgrade the game away from the steam version to 1.0 and install silent patch for most bug fixes and best gameplay experience or grab a retail 1.0 CD ROM DVD since the steam version is absolute worst

Exactly!
Great mods all around but its the reason why San andreas on steam doesnt have that many players.you need to play the downgraded version outside of steam.

What I don't get is how do you rename the game folder without steam trying to update the game and delete your modded files. It happened to me and it's frustrating.

I made it work in the end, even from the steam launcher. Should I keep a copy of the modded version of the game just in case steam decides to "update" and ruin it or not?

No, if you use a mod such as ModLoader (for game file modifications). And, besides, downgrading should be easy and quick if you use the right downgrader... ;)

Extra note; you can also just rename or move the game's folder, 'uninstall' San Andreas in Steam, rename/move the folder back and use it (gta_sa.exe) as such, or add it as a non-Steam app.
