Why does CJ get a wanted level for leaving Los Santos early in the game?

Like a reason in the story, and why the police would send so much force after him, like helicopters and SWAT teams. Did Tenpenny say he was a murderer or a terrorist or something? (I know they framed him, but I mean did they make like a false call whenever he leaves to get the cops goin' after him?)
