If you have gta-vc.set in your documents delete it.

I'll throw a dll file to fix it later, it'll be a part of SilentPatch 1.1.

EDIT:
Bang, there it is. Put it in your game directory. Works with III and VC:

When I put that file into the direcory, some of the words on the title screen are half-transparent and some words are completely invisble.
Benster Jan 28, 2015 @ 12:51pm
Not just the title screen, all the words in the game.

Have you enabled Frame Limiter?
Benster Jan 28, 2015 @ 3:50pm
I dont think so, I dont know what that is.
Silent Jan 29, 2015 @ 3:59am
Well, it's a... frame limiter. An option in game's Display Settings.
