Cannot find 640x480 video mode
I just wanted to start the game on Windows 8 Pro 64 bit (HP ProBook 4740s) and game is throwing "Cannot find 640x480 video mode". I tried to run the game with many parameters, but no one didn't work.

also unable to find a solution, please repost if you figure out the issue my lowest resolution is 1280x720

I had the same problem and done this, which fixed it.
go to your file explorer and type in
C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto City
Then right click the "gta-vc.exe" and go into properties.
Once in there go into compatability and you should be able to see the opption "run is 640X480 resalution"
Click that and change your colour mode to 16-bit
Then press apply and the game should work

Yep, I set 16bit colour mode on and resolution to 640x480 too.

Did you press apply? that's the only reason I can think off, why it wouldn't work

I know this discussion is kind of old, but I may have found another way to make it work. I have windows 8 and I've tried this out on GTA 3, but not Vice City.. but I would guess it would work on both.

What I did is found the game launch file in the steam folders, right clicked it and went to properties. Then I went to the compatibility tab and changed the compatibility mode to Windows 98. Also, I checked the box for it to run in 640x480 mode.

Oh, I tried to change to run in 640x480, but not compatibility mode on Windows 98. I'll try it. Thanks

I have Windows 8.1 with new graphic drivers and GTA1 to GTA IV work for me. :)

This lil detail changes everything, already found some problems like this and no one said to also tick this. Thank you ;)

edit: also i used this to resolve same problem but in GTA3

Change the compatibilty "run is 640X480 resalution" and click that and change your colour mode to 16-bit is WORK for me (GTA 3).. Thank you..
