Report a translation problem
As tedious as this is, yes it is indeed possible to uncensor GTA III / Vice City by changing your system's region and language settings. I've done it on Windows 10 while still being able to keep a French keyboard layout (in case you want to use anything else than English) and it worked for both games in my case. In the case of Windows 10, I had to tweak language settings both in the Settings menu found in Start (Windows icon at the bottom left of taskbar) and settings from the Control Panel. You may need to restart your PC and/or reinstall the game altogether for effects to take place.
I don't know if this trick works with other (or more recent) systems such as Windows 11 or Linux distros, I haven't had the chance to try it.
