Cars can't drive reverse, anyone encounter this issue?
I suddenly having an issue with driving backwards... the car just won't drive, although the reverse signals are on

This usually happen with an excessive frame rate. You have to limit them.

Locking the framerate in the game's settings fixed it for me. Kinda sucks that the game locks it at 30 when modern hardware can render it way higher.
Come to think of it, it's possible that it can be fixed by setting a reasonable fixed framerate in GPU's software - Nvidia Control Panel or it's AMD/Intel's counterpart, but I haven't experimented with that.

The game is not modern ;)
Vice City was a Playstation 2 game, and at the time was a common procedure to tie the game logic to the framerate to better syncronize events and animations.
When Rockstar ported the game to PC didn't bothered to set up another way to internally syncronize the game and "untie" the game logic from the framerate.
This is why running GTA3, Vice City or San Andreas at more than 30 FPS will break the game in various situation. The more FPS the more the game have issues.

Yes, that's exactly what many people have been doing for years. You can lock the game at 60 FPS and it's still very playable. Even higher frame rates can still work up to a certain point before things start falling apart, although the game defaults to your monitor's lowest refresh rate (usually 60 Hz) so you can't even see the difference if you go over 60 FPS. There is a mod called "Chiri's Tool" that lets you change the refresh rate (which also eliminates screen tearing), but I can't find it right now.

Edit: Found it.[helixmod.blogspot.com] This allows you to change the game's refresh rate.
