If you are using a kb & mouse you have a zoom feature with assault weapons, sniper, mp5 etc., It's a pretty standard aiming reticle.
I personally think this is a better game when it comes to aiming than the sequel, GTA San Andreas. In the sequel your head is sometimes right in the middle of the screen and will block your aiming. So if this is too frustrating, don't bother playing San Andreas.
