Well since a lot of you are having problems, if you don't have a better option could you try this?

1. Open your Steam library -> Right-click Grand Theft Auto: Vice City -> Click "Properties" -> Click "Local files" tab -> Click "Browse Local Files"
2. Delete "gta-vc" executable.
3. Rename "testapp" executable to "gta-vc".
4. Launch the game through Steam
5. Try to start a new game

Tell me if that works

EDIT: People tried and it didn't work =(

so, i changed from from big low res monitor and back to the smaller, better one and restored my graphics properties to default for the new monitor and it loads fine now

This may be a consequence of deleting those files, but I'm not sure.

Since @djmakows said he changed his monitor and managed to play the game, I have to ask, are you trying to play Vice City in a low resolution? Or is it a current standard resolution? Can you tell me your resolution when starting the game?

Do you have your "Audio" folder filled with audio files? If not, I suggest reinstalling the game completely. If there are files there, then this must be a consequence of what we just did to run the game.

I think this is a consequence of deleting those files, unfortunately.
