Report a translation problem
1. Open your Steam library -> Right-click Grand Theft Auto: Vice City -> Click "Properties" -> Click "Local files" tab -> Click "Browse Local Files"
2. Delete "gta-vc" executable.
3. Rename "testapp" executable to "gta-vc".
4. Launch the game through Steam
5. Try to start a new game

Since @djmakows said he changed his monitor and managed to play the game, I have to ask, are you trying to play Vice City in a low resolution? Or is it a current standard resolution? Can you tell me your resolution when starting the game?
Do you have your "Audio" folder filled with audio files? If not, I suggest reinstalling the game completely. If there are files there, then this must be a consequence of what we just did to run the game.
