You basically need to switch maps depending on if the potion you're trying to rotate is on the water map or the oil map.
For your first moon salt craft, fire and ice protection should be made on the oil map and all other potions should be made on the water map.
Once you've made moon salt you can rotate the potions and mix match either map

I'll say it again, frost and fire protection should be made on the oil map for lunar salt, all the others on the water map.
"I can't do a tilted potion without the salt" makes it pretty clear what they need...
situation 2: they are on the oil map and are trying to make light potion which is tilted
I agree situation 1 is probably more likely XD, but everyone just saying "UsE The OiL MAp" isn't really as accurate or as helpful as it seems. Maybe they do know about the oil map, but think that all the potions have to be made in oil. My point is, you don't actually know what they need just based off of "i can't do a tilted potion without the salt". You can guess, but the information is not provided
As I already said twice, actual helpful advice here is to say that Fire and Frost protection should be made on the oil map, and all the others on the water map, at least for your first lunar salt recipe
I'm not sure when wine can show up, but Fear 3 is first needed for Rubedo, and by that point you definitely can make Moon Salt.
