what is moon salt used for
like its easier to just switch bases

It can be used prior to having a specific base, or it could be used for when someone requests or requires you not use a base that wouldn't require the use of moon salts.

I believe it's also the only way to properly make Sun Salt as the combination a potion or two needs isn't available in a certain bases.. But I could be wrong.

Salts aren't just for rotating the potion bottle, they also rotate any pending pathway. So they still have value if you're trying to achieve something with specific ingredients, as a pathway tool.

Also some mixtures of effects aren't possible with some bases, so you may be forced to use a base where the salt is needed.

Rotation will be important for some things later.
Early on when you get the oil map, it has access to the same early effects as the water map, being much closer but are slightly rotated so if you wanted tier 3 effects you need moon/sun salts for them.

Once you get farther into the water map, you'll need rotation in order to get tier 3 on these effects. While some are on the oil map un-rotated (such as Rejuvenate) the Oil Map does not have every effect (the water map has all effects (?) and Wine map is missing several of the effects that are more accessible on Oil)

The wine map which is way more annoying to navigate due to being completely littered with closed off pockets surrounded by bones (so the only feasible way to navigate is with crystals teleporting you around) Most of the outer water map effects (like Curse and Luck) are rotated on Water but un-rotated on Wine.

Not all effects are on every map, and you will eventually have to make potions that require Tier III of an effect that is rotated because it also requires an effect that isn't on the map where it's upright.

I'd like to emphasize this comment here.

I'm not usually one to use salts, I very much lean towards making my potions with just plants and mushrooms.

However, in the process of trying to refine my recipes and making them with fewer ingredient types, the Wine map posed some challenges. For instance, no matter if I used Whirl Weed, Phantom Skirt, or Foggy Parasol, I could not make an Inspiration potion with just one ingredient type, no matter how I micro-managed the potion (and I got VERY close). Yet, just a couple pinches of Sun or Moon salt to alter the trajectory, and suddenly paths that were just barely wrong become proper 1-ingredient potions.

I traditionally don't use salts, but with the opening of the wine map, I think I can genuinely make good 1-ingredient potions. Already landed a 1-ingredient Luck potion without salt, and a rather efficient Hallucination with just 7 pinches of Philosopher's salt -- I bet I can get a 1-ingredient Inspiration potion with less than 100 salt used.

you can use cloud crystal to get inspiration in one ingredient

Well if you have a slice of moon cheese and are gonna make some mac n mooncheese it tastes better if you use some moon salt.
