Since you have Crystal care at 50%, take note of how much gem you receive from each "plant" and if it's a different amount as you go.
It's definitely working for me, at least. Assuming the other yield perks are maxed out, the non-overgrown give 8, but overgrown give 12. Without the perk, they will always give 8 when you harvest them. With it, they will usually give 12. (There's no impact on the second harvest from using a potion on it)
Chucking tier 3 growth potions at them should trigger overgrowth though.
Crystal is less, If i remember well, 6 is the maximum per harvest one you have all perk related.
Crystals require stoneskin (which you can make perfect with 2 terraria/1 of the 2x down shrooms and 1 dryad's saddle but you have to ladle awfully close to the bones immediately after using the whirlpool, or you'll need one more ingredient to make it perfect) and I think they give a lower harvest to begin with.
After harvesting, immediately fertilize with a tier 3 wild growth or stoneskin. Don't bother with water in the middle, potions don't care about if the plant is watered or not. You can get two harvests per plant per day this way.
But much Like I said, I think you have to max growth AND the relevant harvesting AND wild growth to get the full results.
