For some potions, lvl 1 or 2 will be sufficient in order to create multi-effects potions, for ex.
Edit:
Also selling lvl3 potions grants a lot more popularity(2 if you haggle, 3 if you don't haggle), so you will raise your popularity fast, which will result in better base prices.
Edit2:
At this point I'm selling lvl3 healing potions for 60 gold without haggling, because of the combination of popularity and trading talents.
For Fire potion, you can get a level 3 with 3x left herbs and 1x up (only 1 extra compared to level 1 fire).
For basically every other potion, 1 or max 2 extra ingredients allows you to reach level 3 compared to level 1 and price difference is always huge.
p.s. also you get +1 reputation every potion level.
