Actually, in a Q&A Rockstar did a while back they said that since it was such a big project and they were already expirimenting with so many new things, a voice for the main protagonist wasn't high on their priorities. At the time, they found it easier to just leave him without a voice because that meant just one less thing to worry about.
The city is the same, but slightly altered, improved game mechanics, interesting characters, more missions, more side missions, new cars, an inclusion of bikes... it's Liberty City the way I love it! Too bad Rockstar has no plans to bring it to PC, I'd buy it up in a heartbeat and complete it 100% again!
I love the GTA3 era games, but if there's anything that ticks me off about them are the RC missions. I swear, Satan and Hitler worked together to come up with those infernal things-- though, I DID like GTA San Andreas' "No Man's Land"... the RC helicopter was actually fun to play with. The rest of the RC missions are bullocks, though.

There's the ios port of Liberty City Stories which upgrades the textures with GTA IV ones and replaces the vehicles with the ones from an HD vehicles mod, but it sucks because it crashes to "ios desktop" every 5 minutes and doesn't boot up again without closing the tab entirely and restarting, making playing that port a chore.
You'd think they could just port the PS2 port to PC with minimal problems like what Sega did with Sonic Heroes, Shenmue and the inferior Gamecube ports of the Sonic Adventure games but, nope! The first of these even runs on the GTA 3 (or is it Vice City or San Andreas?) engine.
