There is no downgrade tool, all changes in the patch are solely present into the game executable file. You will need 1.0 gta3.exe, but only USA version work well with CLEO. Here you go -

That solved my problem. Thanks.

You're welcome. I will strongly reccomend FPS Frame Limiter Mod to be №1 in the priority list, which provide proper 60 FPS lock - otherwise the physics will glitch out, you can die while running, bad car handling and etc.

No need to since enabling frame sync or whatever it was named locks the game on 60 frames to me

Did you even put the exe to game folder?

You get that msg before you can access the exe from the finished download button, so you don't get to the exe to put it anywhere. I have mss32.dll all over my STEAM games so I grabbed one and put it in the GTA3 game folder and System32, moved gta3.exe from the game folder and copied the downloaded one into the game folder.
CLEO still isn't working for the mouse look in car "{III}VehCameraMovement,cs" file.
CLEO is in the GTA3 root along with "III.CLEO.asi" and CLEO subfolder "CLEO_PLUGINS" which contains the .cleo and .cs files.
At the bottom left of the GTA3 main menu is "CLEO v2.0.0.5 5 plugins loaded" but car mouselook still not working.
Can't find a game version # on the menu screens.
The CLEO log indicates 5 .cleo files "loaded" then the same 5 files "unloaded". The .cs file isn't mentioned., maybe because the start of the filename has the"III" in brackets whereas the .cleo files have the "III" not in brackets.
I generally find information on CLEO and how it works to be complicated, confusing and incomplete.

I tried using the 1.1 patcher to downgrade my copy so I could play the Director's Cut mod but it refuses to recognise my Steam executable and therefore doesn't work. I need help to fix this NOW.

Here's a screenshot as proof.

Try installing the CLEO library; I have the retail version of the game on disc, did a clean install of v1.1 and v1.0 and had only CLEO installed and it seemed to help bypass the disc check and others reported it helped them as well on the Steam version since the disc check was sadly left over in the Steam release.

You can just use Vsync option in GPU drivers software.

uhh i have a question.
Does somebody can send me a link of gta3 downgraded to 1.1?

How to lock fps in this game? Just reduce draw distance and have frame limiter and frame sync on

As for downgrading easy as pie. Just download a 1.0 compatible GTAIII.exe and thats it. The GTA III Essential Fixes list of mods has one in the Downgraded EXEs sub-folder in the Optional files folder
