Can you try binding accelerate to something else? Testing it again, and then resetting to default. Do you have any other controllers plugged in?
The throttle isn't stuck at 100% either, it's about 50%. It's enough that I can win a race without against easy AI without touching the accelerator. With the top engine upgrade, there's still enough throttle when I let off that it can spin me out in the corners. Whenever I'm in the air, the throttle maxes out even if I'm holding the brakes.
By holding the brake, I can stop, but can't reverse. So if I get stuck against a wall in free style/destruction, I often get placed directly facing the wall again after reset and have to restart the run.
If I launch the game with only my mouse plugged in, I still get the same thing.
Sometimes it can be a mechnical/physical problem with your hardware.
I have a Roccat Kone AIMO mouse and use wireles Xbox controller for the game and never had any problems.
I've tried:
Calibrate gamepad in windows control panel
Changed keybinds to buttons rather than analog triggers

I have fixed the issue.
I have a Logitech G13 "game board". The thumbstick was configured as arrow keys, but there was still a joystick showing in game controllers panel. I have disabled the joystick in windows device manager.
Is there a way to remove all the bindings from this joystick so I can re-enable it in windows device manager?
It went away after the first or second major patch.
After reading a few of the comments left by others, it might have been my Logitech G13 having some conflict. I can't remember if it was plugged in at the time, but now that it's in storage after moving (too lazy to dig it out to test) I don't have the problem. Maybe it's a problem with logitech stuff?
