Voices in my head bug (appears without using "whisper of war")

So i have this world, started with diplomacy off.

Never used the whisper of war on any king, only the friendship/peace tool to STOP wars...but they seem to have this trait, all of them except for kingdom that didn't start wars.

i enabled diplomacy after a while, they did form some alliances...nothing else.

anyone has some idea of what is happening?

maybe this trait could be acquired by other conditions? Or is it a bug?

EDIT: sorry, i think this is not a bug, i should have left diplomacy off, apparently any influence on their decisions (war, peace, broke an alliance) make them...a bit mad
