Game freezes, but not in the usual way

So on my laptop (since the new update) the game will run for 5-10 minutes. Then while zoomed out, everything on the map will freeze; zooming in and out doesn't switch to the closer view and nothing moves. Strangely, the UI still works and the icons on the map still pop up if I hover over them.
Weirdly enough, I can play the new update just fine on my desktop, which is significantly older than my laptop.
I've uninstalled and reinstalled the game. If I have to guess, it may be some mod files (maybe powerbox?) that apparently uninstalling doesn't remove?

good news i may have a way to fix it.
step 1: delete all the stuff in any mods or plugins folder
step 2: verify the integrity of the game files just in case
that fixed it for me hope it dose for you to
