Report a translation problem
Many magic-related plots can only occur if a kingdom is at war, so keep that in mind.
They also need to have a religion tha allows them to perform specific rituals, otherwise they'll never show up as plots.
Allow only one magic ritual per religion to maximize the chances of getting a plot you're missing.
The "Rite of change" plot might be the hardest to get. You need to make sure a single clan stays in control of a kingdom for a very long time, it seems leaders only attempt it after enough time has passed.
If you manage to find a kingdom with a fire rain ritual in their religion, please let me know. It's the only one I've been unable to find.
