When you're possessing the bandit walk up to the necromancer and press q.
Not sure I would recommend using a necromancer as the target. They will be trying to kill the bandit with their strong weapon not to mention the skeletons they will be spawning before you can manage to get the bandit to attempt to steal.
I suggest place walls in a rectangle with barely enough room for two bandits then place two bandits inside the wall, use loot rain to give one a very weak weapon and the other very strong armor because attempting to steal WILL get the bandit attacked by the target. Possess the bandit with the strong armor and attempt to steal from the bandit with the weak weapon.
The reason for the walls is so you don't have to chase down the bandit you're trying to steal from. If you manage to steal the weapon but aren't quick enough to catch the status give them a new weapon.
Another suggestion I've heard is place bandits, make them civilized, put the game at the highest speed you can and let it run for a while so your map is just FLOODED with bandit civilizations that have created weapons and armor for themselves. Pause the game, wipe out ALL the bandits with Erase Life. Theoretically you will inevitably catch a bandit that has just stolen from another bandit and has the right status.
