Any action or condition that promotes cursing?

not really, how i found it, world with high population, age of despair(not needed though), had a race with long maturity time, having the culture that young people work helps... just go to high pop density areas.... and maybe do 5x and paus very 10 seconds and see if you find any child with the swearing icon above them.... if they have but dont have the state swearing, put 1/2 time, wait for them to have the state and then double click them.....

took me like 10 minutes just starting to look for a child on a 3k pop world

I finally managed it.
"Noose and life" menu
and then "show task icons"
that works.

I've tried using the speech bubbles so far, but that took me at least a whole day without making any progress.
