I want full technological advancement BUT MOST IMPORTANTLY I want some type of morality system in which I establish my own laws, covenants, etc. with my worshipers. The more they follow my commandments, the stronger I become with healing powers, plant growth, rain, etc.
It would also work the opposite way, if humanity is violating my laws and committing great evil, I become more powerful with destructive abilities. If the whole world if full of sin, I may bring a great flood.
Combine this with full technology and make it so that the more advanced a civilization gets, the further away from "god" they become, due to there being more temptations to sin and commit large war etc. The "cap" for a civilization is when they become completely godless and must be destroyed, or that could be a "losing" scenario for not performing enough miracles on the player's part, idk.
