Search Google for (exact phrase) "ImageToMap.exe" plus the words "WorldBox", "latest" and "download"; that should help.
1) plop an image on the exe and it pops out the map file
2) you open the exe and follow instructions there
1. Click the app.
2. When asked, select the picture you want converted.
3. When asked, select an option for dithering.
4. After a minute or so, your usual picture-editing program will open with the converted picture (untitled); that program will ask you to save it somewhere, choosing a temporary folder by default.
5. Create a dedicated folder for WorldBox maps, and a subfolder named "save#" for that particular map. (Change the # to your lowest UNUSED save-slot number: save1 if you have no other maps; save2 if this map is your second; and so on.) Save the new picture as "preview.png" in your save# folder; several seconds later, an additional file named "map.wbox" should also be there. This is the converted map data to be read by the game.
6. Copy (or move) your save# folder to the following directory: <Windows account name>\AppData\LocalLow\mkarpenko\WorldBox\saves. When you log into Steam and start WorldBox, the new map should be in the save slot with the number you chose; click the floppy-disk icon to check.
