Just to add to this, the interactive map only shows the same ones as your in game map would. However, there are several flame shrines/sun shrines it does not show, and neither does your in game map. If you have not found all the hidden ones, the achievement will not pop. As far as I know, there is no interactive map yet that shows where these hidden ones are, but they are out there.
When you look at a geographical map, if an area says "Seattle" and another area says "Everett", you don't expect Seattle achievements to span all the way into a zone it's not technically in. It's not a bug, it's just bad game design/explanation.
It's also worth noting that the online guides are incorrect. The actual number of shrines needed for the achievement is still unknown until the devs publish their wiki (which they're currenly working on). Any guide that shows you need to get the shrines just around the Springlands Spire is simply incorrect. Shrines absolutely miles away are part of the Achievement.
