Im sorry to say this, but the fix my be getting an updated GPU.
Your card is around 7 years old now, so the drivers on that card, even updated, may not be compatible with the tech in the game.
Even at 1080p, I dont see you getting any better performance as games get more and more advanced in new rending tech and your card is the card they have as the minimum spec.
The game using the latest FSR(AMD) and DLSS(NVIDIA) tech, which im not sure if cards as old as yours can even use. Not even cards like the GTX1080 can use this tech.
It might sound like an obnoxious question to ask but reality is that both an rx 580 and a ryzen 5 1500x released in 2017, both are min spec for the game.
Considering that you havent stated otherwise and that a gpu is often the newest and often also the most expensive component in a system then it stands to reason that your cpu might be older or cheaper and thus actually underspec.
The RX 580 can use FSR, (as can the GTX 1080 for that matter - it's DLSS older cards can't use)
Are you gaming at 1080p?
Is your RX 580 the 4gb or 8gb version?
And I spent the time updating the drivers for it the first time I got the message too, so they're not out of date and they kept showing me that message at "play" every time.

Bro I'm just saying it seems to be an AMD Radeon graphics issue regardless of how new or old a rig or gaming laptop is 🙄
My AMD Ryzen runs AMD Radeon graphics.
And yes AMD CPU and GPU are minor to intel and Nvidia and 90% of all hardware issue only apply to AMD hardware across all games.
I'm saving up for a Dell XPS Gaming system, Dell rocks out of the box, but I'm just lucky I guess, I know my screwdrivers too btw !
