you need to find the weavers building in east lapis. its a ruined town basically at the very edge of the current map to the east in the wastelands. you need flame level 5 in order to get to this area. its NOT the town where the sun temple is. its northeast of that way closer to map edge.

Lvl 4 is enough, altough you need to be a bit creative with the glider. I almost got to the kindlewastes spire as well with lvl 4, it would be doable if one builds a high jumppoint.

You can get to kindlewastes tower with the basic glider and lvl 2/3 flame. Aproach the spire from the north there is a chasm you need to cross but you need to place a flame shrine and build a tower as a jump off point. On the side of the chasm with the tower there is a lowered terrain valley to land in.
