I can move the small cube between the two transporters but nothing else. Is there a way to advance the large cube to another area?

Am I missing something in level 30? Only one of the blue tiles seems to do anything. It lowers the tower on top of the higher area so the other blue blocks can be accessed, but the other two tiles seem to do nothing. Is it really about stacking the blocks in such a way that the green block can jump over the high wall, or do the blue blocks lower the high wall in some way that I haven't found? Thanks!...

Is there a way to restart a level if I get stuck and can't move the block I need?
