Seems like there are many FPS issues with the RTX 3070 card.
RX 480 / i3-10100 / 16GB DDR4 RAM
1080 Ti, 32GB 3000 Mhz, Ryzen 7 1800x, Crosshair 6 Hero. Installed on SSD. WIndows 10.
(I play with borderless windowed mode. Is this more likely to cause issues?)

Dolby Atmos / DTSX 7.4.1 surround sound support.
High VRAM amount for little texture detail and quality. With the game maxed out the textures look blurry/muddy lacking high quality detail at 4k.
Random performance drop. When playing with the visual options sometimes turning something down can more than half the FPS.
VRR prefer performance can really impact visual quality and causes almost a pop in from a rough low quality texture to a higher quality one.
AA the game with 4k max settings still has some edges that could use better implemented AA specifically in the Castle.
Raytracing has to much noise and missing paths in med settings vs max settings.
Clipping enemies in the village when putting up a barrier enemies can clip into it making headshots easy as if there was nothing in the way.
HDR lacking brightness on an OLED CX with Tone mapping off the I have to max out the slider and I can still clearly see the box that is in the larger box.
HDR black point needs an option with test pattern to set the black level for HDR.

Yeah, I noticed a lot of the walls especially in the basement look blurry and muddy. I noticed a few things that you mentioned.

I also have to reset the resolution every time I start the game.
I've even tried turning all my settings to low and capping at 30 fps. Still getting the same crash.
