Probably someone at Capcom was inspired by first person camera horror games and they were like "let do it".
Also by making it first person,they can save some budget doing Ethan's face animations,it cost money you know.
So it make the game fresh + budget saving + worked with 7 + being a direct sequel, so it probably was a great idea to went for first person.
It worked out well, but as soon as they got their hands on better tech with Code Veronica, they immediately tried first person in Battle Mode. And it works surprisingly well
