To provide more context to my problem, my laptop is quite high-end with an Nvidia RTX 3070 Ti GPU, a powerful processor, 32 GB of RAM, and a high-quality SSD. My frame rate while playing Resident Evil Village is consistently high, so I'm confident the issue isn't related to general performance.
I encountered a similar issue while playing Resident Evil 2 or 3 remakes, don't remenber, but I remember being able to solve it by disabling anti-aliasing, if I'm not mistaken. With this in mind, may be a misconfiguration with my GPU rather than the game settings, especially considering that I've extensively tinkered with the in-game configurations to no avail.
For instance, during the beginning of the game, Mia's jacket appeared as though it was covered in sequins - this is similar to the granulated sparkle effect I've seen in some reflections and objects.
I'm still unsure of the exact terminology for this specific problem, making it difficult to research solutions.
I do believe this is a game setting that causes this for some users. It was either FSR, shadow setting, or VRR that was the cause. I cant really remember its been so long since that thread was made. Its not a question of your performance but setting that maybe the culprit.
Try to delete the config.ini file located in village's install directory. Game will load with default values. See if its still there.
You can also try DDU to clean out your display driver and reinstall latest from NVIDIA. Here is link to DDU. Read guide if unfamiliar. https://www.wagnardsoft.com/forums/viewtopic.php?t=4518

If using any of the special in game filters turn them off. If using GeForce Experience, make sure none of those filters are on also.
I've attempted to restore the normal HDR, but have been unsuccessful so far. However, this process has highlighted that the original issues were being caused mainly by HDR. Upon switching to SDR, the game still looks quite decent and the initial problem is not much noticeable, although it's obviously not the same rich visual experience as HDR provides.
I also wanted to mention that I uploaded a short clip of the capture I made to YouTube, aiming to illustrate the minimised issue on Mia's jacket in SDR mode and share the link here. However, the video quality on YouTube is quite poor and it's unfortunately not possible to appreciate the problem in its current state.
Given the frustration this issue has caused, I think I'll shift my focus to giving Days Gone a try. Thanks again for your help
I do believe this was fixed in one of the past NVIDIA driver updates. As well as a windows update. Make sure you are on latest public OS build and are using latest display driver.
This game also does not play nice with HDR as others have mentioned in other threads.

The captures don't fully represent the issues as they are experienced in actual gameplay. In the videos, it might seem as if the graphical glitches are scattered across the entire scene, which is not the case during actual gameplay. In reality, these defects are much more focused on specific points. They are particularly noticeable on elements such as Mia's and the baby's hair, extensively on Mia's jacket (at the end of the second video), parts of the ice, and prominently on the seams of the cushions in the house you enter in the village.
I must admit I'm entirely new to this. These might not be the best captures in the world.
Compared to the video capture, these defects appear far sharper in the game without causing extensive graphic distortion. Rather, in the real game, they massively exaggerate the shininess of these elements, creating what I would describe as a 'glitter' or 'sequin' effect.
I'm unsure if there's a specific term that describes what I'm experiencing in the game, which is making it difficult to seek out solutions.

What is your laptop's native monitor resolution?
I would strongly suggest you use DDU, and install latest NVIDIA display driver. When installing do not install GeForce Experience.
Once that is done check NVIDIA control and make sure your 3070Ti is set as primary GPU.
Make sure your 4K screen is enabled and looks ok before launching game. You should also delete the config.ini located in Village's install directory before playing. It will than load game with all default values. See if the game looks better. Than make changes to the settings, and if it comes back than there is a conflict with one of the in-game settings.
Try that and see if it helps.
