I Bought The DLC But Didn't Get Special Wolf Outfit

What gives? Steam gave me an ad in Steam News that says I would still get the Street Wolf DLC included with the Shadow Rose DLC if I bought it before 11/23. Where is my DLC? I wouldn't have bought it if I knew I wouldn't get the special Wolf outfit. Here is the proof below:

when did you buy it- one thing i noticed it didn't show up for me until like 10 mins into the expansion

I just bought it 45 minutes ago. I don't think I have the Street Wolf DLC at all because it doesn't show up in my DLC list on Steam and it says it is still available for purchase. But then when I click the DLC it says I have to buy it in a $50 DLC pack. It is BS that you can't just buy it individually, but according to the Steam Ad I should already have it because I bought the expansion before 11/23. I have never opened a Steam Support ticket before, how do I do that?

Ok I see it, thanks. I'll open up a support ticket and hopefully they give me the Street Wolf DLC. Because if they don't I want a refund because that was blatant false advertising by Steam.

ok, so your not going to get it, even though that picture is well you know. The promotion is for the gold edition only. So if you buy it now before the 11/23 youll get the wolf outfit. Which is total bs with that news feed you got,

But I already bought Resident Evil Village. Also the Gold Edition doesn't minus the price of games and DLC you already have. So buying that $50 pack is a waste of money. I just want the Wolf outfit since it is the only thing I am missing from that Gold Edition pack. That's why I was so excited to see that ad from the Steam News because it was perfect for me to get the two DLCs that I didn't have already. But that is BS false advertising from Steam if they don't give me the Street Wolf Outfit DLC. I will request a refund if that happens.

I never bought the gold edition, i just bought the DLC from a different site for $13 USD, and I got the jacket right away.

cdkeys i think, along time ago, got it on the day before i think. Pretty sure all their keys are still pre-order keys.

I bought mine through Shopto and it didn't contain the Street Wolf outfit, despite me pre-ordering the code and it being displayed on their webpage (It's still advertised on there to this day).
