This discussion is clearly getting derailed for a simple question, leave if you got nothing constructive to say. There's is many reason why users such as myself are not upgrading to Windows 10 at the moment.

So this issue is likely a DirectX 12 problem or a missing or outdated dependencies which is only on WIndows 8.1 & 10.

Windows 7 can technically support it if the developers add it to the game since it's not on a OS level. For example, Ring of Elysium & Fortnite can support it for WIndows 7. Meaning I run Fortnite in DirectX 12 just fine.

If it's a XAudio issue, I've already got a solution for that as I've solved it for First Class Trouble with a help from a friend. However, that's unlikely since the game uses XAudio 2.7, not XAudio 2.8.

This guide by someone else might help you get you into the game or at least launch it.

works fine on win7, just update drivers, follow guide posted above. Need at least 4gb vram though, so if you run on a toaster you might as well give up.

IMO, more games should use vulkan as the API rather than DX12 or at least offer vulkan as an alternative, Out of the box compatibility for older OS aside, it seems to run better than dx12 as well in games such as RDR2.
I've given Vulkan a try on Doom (2016) & it's alright at the time. I know it helps with some laptop users but for me personally. DX11 ran better so I stuck with that. I do wonder what's better? OpenGl or Vulkan?

Windows 7 even if manually enabled has only limited DX12 support. I hate to say this but if you want to play most modern games you're gonna need Windows 10. Windows 7 just doesn't support most modern engines, features, and APIS. It's like getting an iPhone 5 and not being able to use some apps or newer iOS features
You can always download a VM and emulate Windows 10 to play the game, but judging by the PC you have it will probably melt so Windows 10 is your only option.
If people are too cheap to buy win10 for 2 pounds, nothing can help them....

Does it happen to come up with an error when you launch the .exe directly instead of Steam? The error I got led me to this discussion which I'm trying out atm. This seems to affect Windows 8.1 & 10 users too.

From the information it seems N & KN version of windows don't have Media Packs. Even though my version is not N or KN it seems my PC doesn't have it installed as well.

it's time to update. windows 7 is not supported anymore.. please... I beg of you...for your computers sake... upgrade to AT LEAST windows 8

I do get a memory error message, but not everytime. What seems strange.
Btw, about the media codecs, I've K-Lite Mega Codec Pack installed since ages. Even updated it today and no dice.
No suport for windows 95? wtf are the thinking?
Tried this work around, too bad it still failed to make it though main menu.
