Because it's not. The keys are not stolen.

It's called the grey market. Some key retaillers are even ♥♥♥♥♥♥♥♥ resellers. Not CDKey though. They are grey.

There are Dark Markets too but the chance of running into trouble (meaning Steam rejecting the key or taking it away later on) is pretty high there.

I know what the grey market key store sites are all about https://www.techspot.com/article/2225-gray-market-game-keys/... these keys are either stolen or bought with stolen credit cards. The only ♥♥♥♥♥♥♥♥ key store site that I know off is Green Man Gaming and their prices are obviously higher.

I know the keys themselves are legit and they will work, nor will Steam delete your game... the point is people who buy from these sites are hurting the game makers.

If the keys were stolen or bought with stolen CC, it be common for people buying there to get the games removed from their accounts. It doesn't happen. Never heard of single case unlike G 2 A.

Some publishers like Ubisoft and Rebellion did remove some games, but there were complaints from the unaware buyers... here are both articles:

I'm not claiming that all these sellers are legit.

They didn't say that CDKeys keys are legit but that's not the way it works. If you claim that their keys are illegal you have to prove it. Not the other way around. There are no evidences that I know of that.
