Sad
My theory is that because of datamining and the fact that we broke all the rules regarding the demo (reseting/freezing the timer, speeding the launch countdown of the demo), was enough to piss capcom off. But that's just a theory.
They probably fear that with pre-load, pirates will get the game files and crack it, and therefore release the game for free earlier than release day.
Which will most likely wouldn't happen anyway, RE8 is protected with ♥♥♥♥♥♥♥ Denuvo.
It seems like preload prepare
The reason why most people want a pre-load is because a lot of people have terrible internet connections, especially people who might live in rural areas. I remember a guy saying how it took him half a day to download the demo, which was only 8GBs. Without a pre-load, these people will most likely play the game 1-2 days later.
nevertheless I still think that piracy would not take them so many sales to just to pull out pre download
