Are the Goats of Warding bugged?

Im on playthrough number 4, and on my 3rd run i used a guide to look for them all. I swear ive gone through each location and havent see any still active, but my tracker says im missing one. Its real frustrating lol

i don't have an answer for you but on my 2nd playthrough i noticed the goat at the house beneviento is not there :/

Did you get the one during Chris' section to the right of the mutamycete?

I think there's 1 thats special from memory, could be wrong I only took a glance at a guide but i have a feeling it 1 was only as chris or something

They are not bugged, Capcom made it easy for us on subsequent playthroughs that if you already shot a Goat of Warding previously, it won’t show up on the next play through, just go with the process of elimination when doing your next run, I did the same and didn’t know how many I missed previously!

On my 5th playthrough, I found the one i was missing. It was the very first one in the village square thats in the altar with the note that says dont touch them or you'll be curse.

I am 100% sure that i got that one on my first playthrough like probably everyone else. But it was there, and I got the achievment. SO i dunno lmao

I skipped them all on purpose so I could get them all at once.

If it makes you feel any better, the last document I needed was in the house during the prologue. And I knew it as soon as I saw it as the second document in a guide.
