They are not bugged, Capcom made it easy for us on subsequent playthroughs that if you already shot a Goat of Warding previously, it won’t show up on the next play through, just go with the process of elimination when doing your next run, I did the same and didn’t know how many I missed previously!
I am 100% sure that i got that one on my first playthrough like probably everyone else. But it was there, and I got the achievment. SO i dunno lmao
If it makes you feel any better, the last document I needed was in the house during the prologue. And I knew it as soon as I saw it as the second document in a guide.
