Note this is on a 3080 and a 9900k.
It is a common problem that everybody has though. Nothing really anybody can do except wait for a patch.
It's a common issue. I have a Ryzen 9 3900X, 64GB 3733MHz RAM, and an RTX 3080 and I'm getting the same set of issues. Still waiting for Capcom to fix this before I do my next succeeding playthroughs.

in windows disable HPET (high precision events timer) easiest way is disabling it through device manager under system devices, disable it and restart.
enable resizeable bar. you will need a capable GPU and Motherboard. I had to update both my Bios and GPU Vbios to get it enabled. you can check the status in nvidia control panel > help > system information. should say yes if enabled.
no, you're right. came off sounding like a D-nozzle. I too had issues with the micro stuttering or random frame drops but the solution I posted above fixed it for me anyway.
Of course on Intel platforms, but since AMD is a different world I'm not aware of, it might help there!
BTW, the whole method, if works, is a temporary workaround and not a permanent fix, I'm sure we'll get the final patch eventually!
yes, they will definitely need to release a patch for this game. too many people complaining about the same issues.
Like the previous titles, at one point when sales peak is passed (2~3+ months) they will remove it and the game will get fixed by itself (they still need a patch for other issues/updates)
Otherwise we will also get the patch, just a matter of time cause it's much more complex on PCs than consoles, it's highly unlikely that Capcom will leave such AAA title in this state to ruin their reputation!
Except your own video shows you dip to 28 FPS at the very start. You then turned comments off when I pointed this out.
