Possible performance fix to LOW FPS LOCK
After a while trying every possible solution for the performance drops I lead to the conclusion that there is no fix(yet). BUT I found that what you can do is try to PREVENT it from happening by avoiding the following things:

1.-DONT ALT-TAB to desktop or any other window.
2.-DONT CHANGE GRAPHICS OPTIONS

I concluded that everytime I did this my game locked to what it felt like 20 fps. The cutscenes were in slow motion and audio out of sync etc etc. So if you want to configure your graphic options accurately, try doing it until you feel that 'performance drop' and restart the game and then continue configuring.

Oddly enough I managed to get out of this 'low performance lock' when I lowered the texture quality from HIGH(2GB) to HIGH(0.25). After that, the game started running very well and I brought the graphics back to HIGH(2GB) or even HIGH(3GB) and felt no difference whatsoever. Thanks to this I managed to find out about the other things. Its a weird game.

ALSO try the usual tweaks that you can easily do in your pc:

-Nvidia control panel stuff(setting texture filtering to performance and more)
-disable fullscreen optimizations n stuff
-Set your pc power profile to maximum performance
-set game priority to high
-optimize your windows overall

There are plenty more things to do.

Hopefully I can help anyone. Because this is what is currently working for me and I can finally enjoy this game.:LeonRE4:

I don't mean to rain on your parade, but all of those suggestions are pretty simple,
they're not even what I would call "fixes" even for newbie pc gamers, tbh.

There are people facing the same issues on way high spec machines, many above the recommended spec, often running i7's/i9's and running with RTX 3070 and up, Even the slightly older powerhouse gpu, The 2080ti such as mine, And even though the gpu has 11gb vram the game is still largely unoptimised and faces similar issues.

Fps stutters when being grabbed by any of lady demitrescu's daughters, Killing enemies and animals such as sheep/chickens/crows all causes a noticeable hitch which is visible using msi afterburner to monitor framerate and frametime graphs.

Even the digital Foundry video showed the issues on their test bench and they pretty much stated that these issues don't interfere too much but you do feel it.

Whilst it's appreciated you're trying to help others, I can't see any of these fixes being anything other than placebo, The causes of the problems are not being addressed and so the problems will remain in some form until patched or modders figure out why it's happening.

It could be something as simple as the cause being the game's online integrity checks or something on each kill to send to re.net, Thats the one thing I'm thinking could be the reason, And if it is, There's little we can do to alleviate that even with all the optimising possible.

That said, One thing I haven't tried, is to set steam to offline mode whilst playing.. I wonder if that might stop it.. or perhaps temporarily block re8 in the firewall to stop it sending kill data to re.net

Food for thought at least.

I just tried offline mode stutters/hitching is still there sadly

The programming code is messy i think.

Just go uninstall this ♥♥♥♥♥♥♥ game. Get it out your mind. These ♥♥♥♥♥♥♥♥♥♥♥♥♥ don't give a ♥♥♥♥ people spent $60 on their product.

it's odd, I'm running it on an rtx 2060, according to msi after burner report, I never ran out of vram when the slow down/ performance drop happen but lowering the texture setting to High(0.25) actually make the game run smooth almost all the time, I did several play through with that and I can confirm. I am sure something is wrong with how this game handle textures, other than that putting the "GI and Reflection" setting to low also helped me (anything higher and the same slow mo, out of sync problem occurs) but that might just be the 2060 being bottom line to run this game with raytracing (haven't test that).

I believe this is just a quick and lazy port and tweaks can only help so much when the game code is unoptimized for a Windows PC platform. Consoles have an unified RAM+VRAM pool and can also benefit from a pre-compiled shader repository (since the hardware is always known). On the other hand, PC has system and video memory split into two different pools and shaders need to be compiled at boot time, in the background while playing or on-the-fly (the latter affecting performance in the form of stuttering). Optimizing for PC always get you better results than those of consoles. Also, with all these 3080s and Zen 3 CPUs maybe they're expecting the hardware to bruteforce through the software.

Normally i have this drops also, now i use specialk and drops are still there.

But sometimes, when i open/close the specialk menu an chanche display modes....windows, borderless, fullscreen a little bit randomly, stutters gone.
Daughter scene with absolut stable fps (60).....very strange.

But it is so random and i couldn't say what i´m doing.

I agree with what you said, that is why I said that there is no fix. There is no denying the fact the the game is very poorly optimized. I just found a way prevent these drops from happening(at least for my rig)and I'm pretty sure it is not placebo, because the game used to run horribly for me(I HAVE OCD with fps) and now its finally playable. I know it sounds simple and that is why it shocked me at first.

This is exactly what happened to me, afterwards I could bring the texture quality back up again. This might be a possible workaround for the bug.
what are your specs if i may ask?
maybe we can locate a bottleneck on your machine.

They are not the best in the market but it ran the demo pretty well, compared to the release version.

Pretty bad port, I can play huge and beautiful looking games like RDR2 and Days Gone with 55+ FPS, but this game that has a pretty small and linear map has a leak of some kind that drops my fps to like 10 in some instances, regardless of my graphics settings, even on lowest.

See that's kinda my point though, What works for you won't work for everyone.

My rig is no slouch and I face the same issues many have been posting about..

i7 9700K
RTX 2080Ti Founders Edition ( 11GB VRAM )
32GB DDR4 ram
Win 10 x64 pro fully updated
Latest drivers and motherboard bios.
More than adequate cooling, No dust buildup on the 5 fans I have in my system so heat is not an issue.

Other things I have done is things like :
Set GPU to max performance in Nvidia control panel
Disable telemetry and onedrive and xbox game bar etc, And also disable full screen optimisations on the .exe, Enable Hardware-accelerated GPU scheduling.

Nothing fixes or reduces the issue for me and many others.

Here a vid, what i mean...

https://youtu.be/I4dm5UREG18

....i chanched display setting (window / borderless / fullscreen) randomly and use SpecialK from 19.05.2021.....with random click around i could fix it, but it´s really strange.

3 easy things:
- Turn off Ray Tracing cause it's bugged and leak memory
- Don't go over 1.0 for Image Quality. If you set it to 2, the improvement will be hardly noticeable but it will cut your FPS in half.
- Reduce shadow quality. It has always been demanding on the GPU and you won't notice the difference unless you're trying to take pictures for some reason.
