IIRC you should be able to equip items stored at the general store.
To drop it off at the general store, open the general store menu, the click on the drop/repair button. You can then "drop" it, sending it to the store. Same goes for weapons and tools.
If it's not just a bug on my part, you can't drop tools/weapons in the slots 7 and 8. I think this may be due to them having been added later on, but missing a line or so. Just move the item you want to drop to another quick slot or to your inventory to be able to drop it.
As for the blacksmiths not forging things at first, I think this is dependent on forge priority.
It should be: first manually requested item (first in - first out), then stock list items (starting from the top until it is full, then moving to the next lower)
Concerning the stock list, I have not yet tested it, but I suspect that if the upper stock list items are reduced, then the priority changes to the first items again and continues to check one after another from top, skipping the full ones until there is one that needs to be filled to reach the stock number.
So if you set the armor as last item in the stock list, and generally have high stock numbers, it would take much longer to get them to craft armor.
I recommend setting a small stock number with the items you need most in the beginning (for me that would be bows for the hunters, axes for the woodcutters and wooden hammers for the peasants for repairing), then slowly raise the stock number and change items and the stock order as necessary.
Manual requested forging is a good way to stock up on equipment you need fast and maybe not a lot of, but for items that need to be forged regularly, the stock function is way better (you don't have to check it manually on regular intervals).
