This would end up being a totally new game. It's a great idea, and you can probably achieve some different architectural styles with a touch of creativity and the vast selection of wallpapers/colours/tiles/flooring.
But yes, it would likely need to be a new game seeing as though the game is based in Pinnecove, which I assume is a meant to be an american style coastal town with adjacent forest.
In HF1 every (newer/paid?) DLC has its own place/map. I have no idea how they are planning to do this in HF2. I only know I would find it very disappointing if the game would always focus on houses in a certain American style. It's why I already dislike a lot of the pre-made houses in HF1. Despite having different maps/places in HF1, most of the houses are still in that style. :(
When a new DLC for HF2 releases that has the same theme as a DLC for HF1 (Pets, Farm, Garden, Luxury) we can assume that will entail (mostly) completely NEW stuff (new houses, new environments, new items, new materials/patterns) within the same theme and of course the devs should get paid for that.
This is not a topic meant for complaining. I (and the devs do too I assume) would love to hear other people's ideas for DLC's and other 'general'/'big' things we would love to see in HF2!
I'd love to have to have a house in the ocean, in space, a return to cyberpunk or a haunted house, heck, I hope they bring back the doomsday preppers with a bunch of guns there's like a post apocalyptic envioment to build in, like have zombies or aliens rampaging in the background, that'd be pretty cool as well as seasonally festive maps like Christmas with snow.
And Gothic. I want to make a totally gothic house. Several of them. Gothic Victorian.
Oh, and Steampunk...... and Cyberpunk......
Just... No cheesy stuff. I do not like the cheesy stuff. Especially the halloween kids stuff. Not a fan.

Totally down with the Victorian architecture also. Or cliffside abodes.
Consider desert dwellings? Earthships? Hobbit houses? Curved walls would be tricky, though.
Next to the things, I already mentioned, I would also LOVE to see a SUPER Luxury DLC with only very huge houses/gardens/plots. With only mansions like the biggest stars and royalty have. With mostly Hollywood-like mansions < in different styles > (based on real mansions would make them even more awesome), but also with some palaces, churches (made residential), (large) penthouses, (modernized) castles, etc... Maybe best in a LA/Hollywood (Hills)-like environment)?!
Firstly, I'd like to comment on your suggestions.
- HF1 to HF2 is unlikely to happen. People who own both games wouldn't want them to be too similar to each other. If the two games are sufficiently differentiated, there is a possibility to play both.
- Weather and seasons don't combine too well with any outdoor DLC, including Garden.
- Pets and Farm are not a bad concept, but I, personally, wouldn't want House Flipper to go the Sims route and add the same DLCs to every version of the game ever released. Or to have paid Stuff Packs with no new locations, properties of gameplay. :)
- Tiny/Eco/Sustainable sounds like the Sims. It would be nice to have space-saving furniture or roof solar panels, but not as a separate DLC.
- Luxury is again, a good concept, but having an entire DLC just for the big, expensive stuff is a waste. A couple expensive properties in every expansion would probably be enough
Now for my own list:
1. Garden. Because players are asking for it.
2. City pack, with apartments and 3/4 storey townhouses. Maybe even a houseboat on the water. Room for more space-saving furniture options in this one ;)
3. Country Life. Big houses, big gardens, maybe swimming pools, tennis courts or equestrian properties. Or even fancy apartment blocks. Like a cross between Luxury and Farm DLCs for HF1. Could add some pillar options to this.
4. Medieval. Castles, log cabins, old cottages etc. Curved walls and garden wishing wells? Saunas would fit well too...
5. Futuristic. The UFO in the first game was strange, while the house on the Moon was more fun outside then inside. There could be eco-friendly properties, pods, luxury skyscraper apartments, etc. And robotic vacuum cleaners maybe?
