Is there any possibility to add/make skylights?
I bought property that has hole in the roof (broken skylight?) and i can't figure out how to fix it.

Same, came here to ask this!

I just made the holes into floors/ceiling with the "brick" option.

It's just a hole in the ceiling which as Don Deal said, you can just do with the building / "brick" tool.

What would be actually cool is proper interior skylight with horizontal glass panels / windows.

Things like this will probably come in a later update, the houseboat mission/house does have a skylight, so they are working on things I would assume.

if it's the same house i renovated (modernist with ivy all over it) there's a overhang off one of the porches with glass screen. go up on the roof and get your sell tool selected to DUPLICATE and duplicate that glass overhang. you will be given a glass piece you can drop into the roof but you need to close the holes first. it only wants to drop it onto a completed ceiling, not the pre-existing holes that are there.

personally, i preferred the holes where they were and left them all there, even with ivy hanging into the house. even sold it like that and made a ton!

I'm waiting on a glass skylight as well since I started building a greenhouse in the yard of the starting house. I figured out that stairs (Specifically the one that has the spaces open between the steps) could be used as a semi-open air roof for the time being if you pitch them using a line of brick initially. As a heads up - I doubt it would be considered a room by the game, but it's more for my own enjoyment since I like to keep the starting house as the office.

Has anyone tried to use the glass Fence as a skylight? Does it work?

There is an existing property you can buy that has a skylight ("Former Houseboat"). It uses window panes that have been coded to lay flat instead of vertically. While it's impossible (afaik) to get normal windows to behave like that, I was able to use the duplicate tool to make more skylights on that property: in the living area and in the bedroom. Unfortunately, this only works for that property.

Why is this not a thing yet, it was driving me crazy looking for it all over the store. Makes 0 scense to have holes in the ceiling, be able to make holes with the tool but not have a window option for skylights? :steamfacepalm:

There is now an option for buying a skylight, you find it in the construction tab not the window tab.
I just started using the block in sandbox to fill it in. It would be nice if they had that fixed though! there's also a way that you can make a roof, and leave a gap so there's room enough for the skylight, and then move the skylight to that area instead, using the move tool of course! I watched this video that shows how to do that. :)

so these aren't "coded" to be horizontal. It's the glass wall option which you can change in size and place in walls or ceilings (not roofs!)

I found this (before seeing this thread) under architectural elements. I think it was called glass ceiling, and was resizeable. Good thing, too, as my concrete villa had an intentional gap just over the main entrance hall, ideal for such a skylight.
