Regardless what settings I enable or disable, I even went so far as to go all the way down to 720p and still get it. Moved it to an SSD, monitored performance, everything. Only 40% of my GPU is utilized while 4/8GB are being used, 36% of my CPU utilized, and only 10% of my RAM is being used.
